Going live: Missions get ready for UE2 SPPM

Umoja's Strategic Planning, Budget Formulation and Performance Management solution will be launched to 13 peacekeeping missions and two service centres in October.

On 13 September, Maria Costa, Director of OPPBA/Peacekeeping Finance Division (PFD), and Chandramouli Ramanathan, Umoja Project Director, held a joint kick-off meeting for peacekeeping missions to discuss the launch of UE2’s Strategic Planning, Budget Formulation and Performance Management project.

Once deployed, Strategic Planning, Budget Formulation and Performance Management (SPPM) will provide managers with new planning tools, enable tracking of deliverables and performance indicators (including contribution to SDGs), provide risk-based dashboards for managing programme delivery, and visualization of the impact of UN work.
The SPPM solution will be launched to 13 peacekeeping missions and two service centres (the UNGSC and the RSCE) in October. From there, the implementation will happen in a staggered fashion – user access will be provisioned in consultation with OPPBA and missions.

Go-live preparations included two sessions of train-the-trainer courses in Brindisi, Italy, from 24 September through 6 October 2018. After the courses, teach-back sessions will supplement their learning with soft skill presentations.

They will also be provided teach-back packages containing guidance they need to deliver end-user training at their missions. The missions have been provisioned with a practice environment for Budget Formulation, and post deployment, hyper-care is planned later in November.

After go-live, support for the budget submissions during the hyper-care period will be provided by PFD/OPPBA, which will prepare a roster of activities and forms that will be discussed during this time. They will also provide targeted, personalized support via WebEx/Skype to support users during this critical phase.

While the solution supports all funding sources, the SPPM launch schedule for regular budget 2020 will be aligned with the issuance of the budget instructions.
